Ok, the symptom was that the green power light on the ACC-24 was going off whenever open loop command of about 20% was exceeded. Going back down to an open loop command of 5% would turn the power light back on! After much aggrevation and swapping hardware, it took a phone call to East Coast tech support: Greg Melvin, to solve the problem.
It turns out that the problem was I variable I7mn6. I had a turbo PMAC2 (UMAC configuration).
The default value for I7mn6 is 0. Setting the value to 3 corrected the problem. Also, make sure
that the jumper settings on ACC-24 are set correctly. See Here
